The team that help support our Members, coordinate our Project Delivery, and offer Business Services to VCSFE organisations across Lancashire and South Cumbria.

Martin Hartley-Smith
Chief Executive Officer


Martin has over 20 years of experience in winning bids and generating income for non-profit organisations. Alongside bid writing, Martin manages Spring North's creative team, and chairs Blackburn with Darwen's newly established Youth Foundation - a cross-sector partnership creating a community of member and partner organisations working together to support children and young people.

Jason Thompson
Head of Contracts & Operations

Jason supports the day to day operational activities at Spring North as Projects Manager. He has a background in working with Third Sector organisations leading on Employability and Health & Wellbeing projects to deliver sustainable, positive change within hard to reach communities. 
Jason has led diverse teams over a number of years and enjoys coaching and mentoring colleagues to develop their skillset. He has worked predominantly in Burnley and Pendle and more recently in Blackburn with Darwen

Jade Bond

Projects Manager
Jade joined Spring North as a Project Officer in 2023. She has years of experience working with young and vulnerable people in schools and their communities; through 1:1’s and group sessions.
Jade is currently studying for a MSc in Public Health with an interest in tackling health inequalities in young and vulnerable people and championing Early Intervention services.

Jannine Calderbank

Senior Project Officer
Jan has over 18 years’ experience in the VCSFE sector managing and developing projects to support vulnerable adults and marginalised communities in BwD and across Lancashire.

For the past seven years Jan was Project Lead across Lancashire on the Building Better Opportunities Project.

Paul Bramwell

ICT, Creative Media and Data Systems Manager
Paul has worked in the IT industry for over 15 years. Creating and managing IT and data systems in both the Education, and the Health sector, Paul prides himself on accuracy and attention to detail in all aspects of his work, and with his ‘can-do’ attitude, is great at problem solving and overcoming challenges.

He is also a professional photographer and videographer; skills that are valuable for the Consortium and our partners.

Katie McEvoy

Finance & Member Support Officer
Katie supports the financial and digital services of the consortium. She has a wealth of experience in the welfare to work sector, previously working and leading on various Employability programmes across Lancashire.

Katie has a passion for wellbeing and a keen eye for detail and is looking forward to building on her finance and claims experience.

Joe Roscow

Project Officer
Joe has 5 years of experience in the VCSFE sector, working primarily to generate income through the identification and maintenance of strategic partnership opportunities.

With a background in business development and corporate partnerships, Joe is looking to further develop his skills in relationship building, account management, and projects coordination at Spring North.
